HCMUD 345 is implementing a new billing system

Harris County Municipal Utility District No. 345 is implementing a new billing system. Be on the lookout for an email from Inframark@Starnik.net that will allow you to register for the new Customer Portal to access your water bill. Residents previously signed up for autopay and paperless billing will need to reenroll in the new billing system. If you mail your bill payment in, no further action is required.  Please note the PO box designated to receive water bill payments has changed. The new address will be included on the payment coupon at the bottom of your bill.

HCMUD 345 Launches Video-Conferenced Meetings

Harris County Municipal Utility District No. 345 (HCMUD 345) is introducing video conferencing of its Board of Directors (“Board”) meetings and is pleased to announce the posting of its first video recording of the October 2025 Board Meeting on HCMUD 345website meetings page

The move follows recent Board discussions to enable residents to join and view meetings remotely, ensuring those unable to attend in person can still follow HCMUD 345 decisions in real time. Instead of having to attend Board meetings in person, residents can via video conference watch proceedings, hear reports, and learn about the work being done to manage water, infrastructure, and local improvements.

The Board recently adopted Public Comment Policies and Procedures, which formalizes how residents can actively participate in Board meetings.  The full policy can be viewed on the meetings page.

Residents are encouraged to visit the meetings page to :

  1. Access upcoming agendas, which include a link to attend meetings via videoconferencing.  
  2. Review the Public Comment Policies and Procedures to understand how to submit remarks or questions to the Board during a Board meeting.
  3. Review minutes of prior Board meetings to learn more about your District.

Water Pressure Restored

The water treatment plant suffered an equipment failure that led to a temporary service outage. Water pressure is now at normal levels. If you are still experiencing issues with your water service, please call Inframark at (281) 579-4500. 

Harris County MUD 345 Water Well Project

Harris County Municipal Utility District No. 345 (MUD 345) will begin construction of its second water well on September 19, 2025, near the intersection of Kingsland Boulevard and Conifer Chase, at the southeast corner of the Second Baptist church property.  This additional water well will expand the District’s production capacity and serve as a backup to the current well, helping to ensure a reliable water supply for our community.

Developing a new water well is a lengthy process that takes several months to complete. The estimated completion date for this project is July 2026.

Residents should be aware that:

  • Drilling a water well can be noisy. To help minimize disruption, the District will construct a 24-foot-tall sound  barrier before drilling begins.
  • At certain stages of the project, crews may need to work 24 hours a day as part of the well development process.

The District website will be updated periodically to keep residents informed on the project’s schedule and progress
