Harris County MUD 345 has contracted with the City of Houston to participate in the City of Houston’s groundwater reduction plan (“GRP”) in order to satisfy the Harris-Galveston Subsidence District’s regulations on groundwater withdrawal in Harris and Galveston Counties. The City of Houston charges Harris County MUD 345 a fee for every 1,000 gallons of water withdrawn by Harris County MUD 345’s well, and Harris County MUD 345 passes such fee through to its users based on the amount of water they use and for water loss. The City of Houston typically increases its GRP fee on April 1 of each year, and Harris County MUD 345 has no control over the amount of the GRP fee established by the City of Houston.
